I don't think they are sister's. From what I remember from the show, there are four clans and four daughters of the chiefs which made them princesses and that guy who comes visiting his grandmother doesn't remember them. So the show is about them getting reacquainted and the results of their actions. The two girls in the scan are Anzu of the Goblin clan and Mayuki of the Ice clan. When they change to their true form Anzu's hair is green, Mayuki's hair is blue and the other two girls not in this scan are Suzaku of the Wind clan who's hair turns red and Nami of the Water clan who's hair doesn't change from a dark grey color.
